Œuvre Nationale strives to promote social, cultural and environmental transformation in Luxembourg. By placing integrity and innovation at the heart of our activities, we are committed to supporting sustainable actions that address society's needs and inspire change.


Œuvre receives the majority of its financial resources from the proceeds of the Loterie Nationale (Website available in French only), which it organises and manages in strict compliance with the rules of responsible gaming (Website available in French only).


Originally established to help victims of World War II, today Œuvre is dedicated to financing initiatives in Luxembourg that serve the public interest. Through its five focus areas – Social, Cultural, Environmental, Sports & Health, Remembrance & Heritage – Œuvre meets needs that are unmet by public funds or private initiatives.


Œuvre acts as an impartial coordinator and facilitator, initiating dialogue with stakeholders in the field, in civil society, in public institutions and across the political sphere. This dialogue produces strategic priorities that in turn generate specific initiatives in response to the challenges identified.


As a facilitator, Œuvre issues requests for proposals and actively supports the initiatives undertaken by the stakeholders working in the field. In so doing, it helps to ensure that available resources are allocated to those areas where they can meet society's needs.
 

Œuvre's values guide each of its actions and reinforce its public-interest mission:

Since 2022, Œuvre has been including the 17 Sustainable Development Goals in its grant questionnaire so as to establish a metric and position itself regarding the grants allocated. This allows Œuvre to apply an international frame of reference and to use a single shared universal language to describe progress towards a society that works to eradicate poverty and guarantee a sustainable transition by 2030.  


Introduced in 2015 by the United Nations, the 17 Sustainable Development Goals are an action plan for peace, humanity, the planet and prosperity that requires the implementation of multi-stakeholder partnerships.  


For each project, Œuvre asks beneficiaries of one-off grants to state which Sustainable Development Goals their project contributes to. Having this information allows Œuvre to track which Sustainable Development Goals it has supported the most each year.
