In anticipation of the retirement of the current Director at the end of 2027, Œuvre Nationale de Secours Grande-Duchesse Charlotte is seeking its next:
Director of the National Lottery (m/f/x)
Your role
You provide the strategic, operational and institutional leadership of Loterie Nationale. You ensure the preservation of its position as a recognised and trusted actor within the Luxembourg ecosystem, while fully upholding its public interest mission.
You are a member of the Executive Management of Œuvre Nationale de Secours Grande-Duchesse Charlotte, alongside the Director responsible for philanthropic missions, and you attend meetings of the Board of Directors with an advisory vote. You report directly to the Chair of the Board of Directors.
A transition period is planned alongside the current Director to ensure a smooth and effective handover of responsibilities.
Key responsibilities
- Embody a strong, inclusive and unifying leadership, ensuring that teams (approximately 65 people) are aligned with the mission, values and strategic objectives of Loterie Nationale
- Develop and sustain a corporate culture that motivates colleagues through performance, ethics, corporate social responsibility and innovation, in close cooperation with the Director responsible for philanthropic missions
- Identify strategic skills and competency needs
- Ensure the attractiveness, development and retention of talent
- Lead a high-performing management team, with direct oversight of key functions (Sales, Finance, Marketing & Communication, IT, Legal & Compliance, and HR)
- Oversee day-to-day operations to guarantee operational excellence, regulatory compliance and the quality of gaming products
- Ensure structured, transparent and regular reporting to the Board of Directors and to the supervising ministry (Ministry of State)
- Define and implement a strategy to grow the business and consolidate the position of the National Lottery in a rapidly evolving legislative environment
- Anticipate sector developments, including digitalisation, new technologies, evolving player behaviour and regulatory changes
- Maintain continuous strategic intelligence, including international benchmarking
- Contribute, in collaboration with the authorities and institutional partners, to the fight against illegal gambling
- Develop innovative and responsible gaming offers that meet consumer expectations while respecting the public interest mission and responsible gaming principles
- Assess and arbitrate major investments (technology, infrastructure, cybersecurity, human resources)
- Maintain and strengthen close cooperation with the philanthropic activities of Œuvre Nationale, ensuring coherence between economic performance and societal mission
- Define, together with the Board of Directors, the major strategic orientations and objectives for sustainable growth
- Actively participate in the specialised committees of the Board of Directors (Governance, Audit and Finance, Loterie Nationale Committee)
- Ensure strong institutional representation at national and international level, promoting a responsible, modern and credible image of the National Lottery
- Actively defend the interests of Loterie Nationale with public authorities, strategic partners and professional bodies
- Represent Loterie Nationale at events and with external stakeholders, including the general public, the media and professional associations such as European Lotteries (EL), the World Lottery Association (WLA), Services aux Loteries en Europe (SLE), EuroMillions, EuroDreams and the German Lottoblock
Your profile
- Master’s degree (or equivalent) in management, finance, economics, law, IT or a related field, or equivalent professional experience
- Proven experience in senior management roles (General Management, Business Unit Director, Department Head or Executive Committee member
- Solid experience in leading multidisciplinary teams
- Strong exposure to digital environments and transformation projects
- Experience in working with a Board of Directors and institutional stakeholders
- Full professional proficiency in French and English, spoken and written, with a good understanding of Luxembourgish and German
